A personal property appraiser decides what a specific movable item was worth, on a specific date, in a specific market, for a specific purpose. The same painting can have three correct values: auction, retail and insurance replacement. Most disputes start with the wrong one. This page covers art, antiques, jewelry, collectibles, household contents and machinery in estates, donations, divorce, insurance and damage claims. Land and buildings belong to a real estate appraiser, a company's value belongs to a business valuation expert, and authenticity may need a specialist scholar or a questioned documents examiner.
The first question is the definition of value. For federal estate tax, fair market value is the price between a willing buyer and a willing seller, neither under compulsion and both having reasonable knowledge of relevant facts 1. An item generally obtained by the public in the retail market is valued at the price at which it or a comparable item would be sold at retail 1. So a report must name the most common market for that kind of item and explain why. Insurance replacement value, marital settlement value and liquidation value are different assignments, and the governing document or forum decides which one applies.
Household contents get a specific rule. The estate regulation calls for a room by room itemization and says that articles of marked artistic or intrinsic value totaling more than $3,000, such as jewelry, paintings, antiques or collections, require an expert appraisal under oath 2.
Donations produce a large share of the disputes, because the deduction depends on paper. A donor claiming a noncash deduction above $5,000 generally needs a qualified appraisal 3. For art, IRS Publication 561 says a claim of $20,000 or more requires attaching the qualified appraisal to Form 8283 3.
The regulations define the terms, and each can be tested:
Mistakes carry penalties. A substantial valuation misstatement arises where the claimed value is 150 percent or more of the correct amount, and an estate or gift tax understatement where the value claimed is 65 percent or less of the correct amount 5. An appraiser who knows or should know the appraisal will be used with a return can be penalized personally, unless the value established was more likely than not the proper value 6. Those rules make the appraiser's own methods central.
A sound report starts with identifying the item: inspection, maker, date, condition, provenance and any restoration. Then it finds comparable sales in the right market and on the right date, and adjusts for the differences. The fight usually concerns condition, attribution or the choice of comparables. An estate sale result is not automatically a fair comparison for a gallery item, and a list price is not a sale. Where the item is gone or damaged, the expert must work from photographs, invoices and insurance schedules, and say what that limits. The Appraisal Foundation publishes USPAP, and the current printed edition is 2024 7; the appraiser should cite the edition in effect on the date of the work.
Personal property appraisers are judged item by item. Experience with fine art does not qualify someone for vintage cars or jewelry, and the tax definition makes the same point by requiring education and experience in valuing the type of property 4. Look for coursework in appraisal methods and USPAP, a record of market work in that category, and reports that have held up. Publication 561 lists the factors the IRS looks at, and it is a useful checklist for reviewing an opposing appraisal 3. Connoisseurship is not enough without method, and a dealer who sells the same goods needs to explain how the opinion stayed independent.
Under the estate tax regulations, household and personal effects of marked artistic or intrinsic value totaling more than $3,000 require the appraisal of an expert or experts, under oath.

FAQ
Look for verifiable education and experience in the exact type of property, current USPAP training, and market work in that category. Expertise is category-specific, so a fine art specialist should not value jewelry. The appraiser's own record of reports and testimony matters more than a general title.
It depends on the purpose. Federal estate tax uses fair market value in the market where the item is most commonly sold to the public, which can be retail. Insurance policies often use replacement value, and divorce courts apply state law. The governing document or forum should be identified first.
Generally when a deduction for a noncash contribution is more than $5,000. For art, IRS Publication 561 says that a claim of $20,000 or more requires attaching the qualified appraisal to Form 8283. The appraisal must be timely and follow the rules in 26 CFR 1.170A-17.
Yes. Under 26 U.S.C. 6695A, a person who prepares an appraisal knowing or having reason to know it would be used with a return can face a penalty if it leads to a substantial or gross valuation misstatement, unless the value was more likely than not the proper value.
Sometimes, from photographs, invoices and schedules, but the appraiser should say what that limits. Condition and authenticity are hard to assess that way, so the opinion may need to be stated as a range or subject to clear assumptions.
In general, appraisal expert fees are determined by the expert themselves, based on a variety of criteria. Among those criteria are professional experience, forensic experience, category expertise, academic qualifications, and publications. Vident does have some influence over expert fees by comparing experts within a specialty, but ultimately it is a personal decision by the expert.
